Why do men act like cowards when women can be so much more straightforward? 10 pts if u can make me understand?

If a guy asks me out, I will reply to him, even if i'm letting him down gently. Why is it when a girl asks ( she is not weird, psycho just a normal, quite attractive girl) he just ignores it. It's so pathetic. Why do guys do it??
